Mr. Stephen Harris,
attorney for Gibraltar Rock has been trying to subtlety influence the Zoning
Hearing Board and the township residents by using misleading terms---throughout
the past year he has used the following two terms:

"The
Township Plan"
Harris refers to "the Township Plan" when he refers to the fact that the area
in question, (the 163+ acres in New Hanover Township) is zoned both HI
(heavy industrial) and LI (light industrial). According to Pennsylvania
regulations, a quarry is allowed in HI but not in LI. Gibraltar Rock
wants the LI to be changed to HI so that they can quarry the entire 163+
acres economically. He uses this term correctly.

The DEP Plan"
When Harris talks about the DEP Plan (Department of Environmental Protection),
he
does this to make us all think that this plan is approved by the DEP.
It is
not. He assumes that if New Hanover allows the exception (changing LI to
HI) then the DEP will approve the quarry.
Don't be fooled by
Mr. Harris's use of the term "DEP
Plan"---the DEP has not given its approval on these plans. It's
really the "Gibraltar Rock Plan".
