Summary of September 21, 2006 Zoning Hearing Board Meeting |

Note: The following is not a verbatim transcript of the Zoning Hearing Board meeting; it is simply one person’s summary of the major points made by those involved in the hearing process. Gibraltar Rock is introducing witnesses who have already testified in GR1.
He is basically introducing their GR1 testimony into GR2 and allowing
the opposing attorneys to cross examine the witness on their previous
testimony. This is in an
attempt to speed up the hearings. The meeting began with Dr. Richards on the stand and attorney Sager cross examining. The initial discussion was on the capacity of the primary crusher. Does it have a capacity of 300 tons per hour, or 500? The discussion focused on Gibraltar’s Air Quality Application. Since Dr. Richards did not author the application he was dismissed and Uday Patankar took the stand. The documents in question were 127, 128 and 131. After some questions from attorney Sager, I also asked questions. The following items of information were reported: The current Air Quality Application is for the North Pit only. There will be no mining in the South Pit for the duration of this application. The North Pit mining will be a tad dustier than mining in the South Pit for when the primary crusher is moved from North to South, the conveyor under Hoffmansville Road will no longer operate Mining in the South Pit may begin a year from now, or many years hence, but only one pit will be mined at any one time as there is only one primary crusher. It may take three years to get up to a capacity of 300,000 tons per year (tpy). At that time the ready-mix plant will come on line so that the total of crushed rock sold as rock will not exceed 300,000 tpy. The ready-mix plant will use up to 100,000 tons per year. So when the capacity of the quarry reaches 400,000 tpy, capacity in excess of that amount will be diverted to the asphalt plant. Three additional applications to DEP for an air quality permit are anticipated, with a year or better between each.
The next zoning meetings dealing with the quarry will be Oct. 19 and Nov. 2. No meeting on Oct. 5
